In order for the device to use the secondary power it must be higher than the load voltage, I am assuming it would be the same 3-25v input range. The linear 3v regulator will power the micro controller, LCD, and EEPROM. The OpAmp is powered from the 9-24v fan power, see my latest video: https://youtu.be/BL_1p-apLQM
The fan starts at 9.5v with a boost converter topology, so if the load voltage is greater than 9.5v the fan will always be that voltage so the minimum speed will increase as input voltage increases.
