Oscilloscope can detect and read any change in waveform in terms of changing voltage and the graph is plotted on a screen. A real life scope is much complicated and comes with a lot more features.
But this kind of relay oscillator is good for beginners and offers the basic functions and can interpret a waveform quite accurately.
