There are now 2 ways to obtain tourist visa to Azerbaijan.
The first way is to apply for e visa (sample of e-visa). This is the most convenient way to secure an entry visa to Azerbaijan. The advantages of e visa are lower cost, online process only (no need to visit embassies or send your passport to them), you get a visa to your email as PDF attachment that you just need to print out. You can enter Azerbaijan at any border entry point with this type of visa. One can apply for e visa for up to 1 year before the planned entry date to Azerbaijan.
The cost of e visa is only 20$ for all nationals and it takes up to 3 days to be ready. The visa will have 30 days’ validity starting from the day that you put as your arrival day to AZ in request form. To apply directly one should proceed to http://evisa.gov.az and will only need to fill visa request form, upload a scan of the passport, pay a visa fee and then wait when it is ready and emailed to applicant's email address. You might enter AZ later than the visa start day but within the 30 days’ validity period. Electronic visas will be issued only to nationals of 81 countries listed here. All other nationals will need to apply for visa only through embassies of AZ (see below).

The second way is to apply for visa in a traditional way through the embassy/consulate of Azerbaijan republic abroad. To obtain tourist visa in this way you will need an official Letter of Invitation (LOI) from travel agency licensed by Azerbaijan Ministry of Culture and Tourism. Visa support letter has to be on a headed paper, duly stamped and signed. Invitation letter has to be submitted to consular section of Azeri embassy along with application form, two passport-size (3x4 cm) photos and original passport/travel document (must be valid for at least 6 months after the expiry date of the Azerbaijani visa you apply for). It will allow applicant to obtain single entry 30 days’ tourist visa.

Getting Azerbaijan citizen is not that easy you have to come here on work visa and you have to get your temporary permit which is for 2 years and then after two years you have to apply for permanent residence permit and after five years you can apply for citizenship but you have to renounce your current citizenship and you have to speak and write fluent Azerbaijan and they will check and then if you are lucky enough you'll get your citizenship.

Temporary Residence Permits
A temporary residence permit can be issued to people who:
Are married to an Azerbaijani citizen or with close ties/family of an Azerbaijani citizen
Invest 500.000 AZN
Open a deposit account with 50.000 AZN
Work in Azerbaijan and holder of a work permit
Are full-time students at one of Azerbaijan's universities
Are specialists in one of the following industries: defence, economy, culture, science
A temporary residence permit is issued for one year and can be extended four times, for one year each time. Its duration corresponds with that of a work permit.
Foreigners who leave Azerbaijan must return within the validity period of their temporary residence permit.

Extending a permit
An application to extend a temporary residence permit must be made at least 22 working days before the permit expires. An extension is granted in the following situations:
Urgent treatment is necessary
A close relative is seriously ill or has died
For work purposes
Permanent Residence Permits
A permanent residence permit can be granted after a temporary residence permit holder has lived legally in Azerbaijan for two years.
Permanent residents are issued an exit visa when they leave Azerbaijan and they must return within the validity period of their permanent residence permit. They can live in state housing and join public unions.
Medical Certificate
A medical certificate is required for resident permit applications. Only a medical certificate which has been issued in Azerbaijan is considered valid. There are two centres in Baku which issue the medical certificate:
