Kelvin clips like shown in this video are almost a must have tool for milliohm meters and if you don't have a milliohm meter, you can use current limited power supply and a multimeter connected to pair of kelvin clips! If the resistor you are testing can handle it, you can use 1A constant current and convert volts directly to ohms (V=R*I where I equals 1A, thus V=R). Or use 100mA current and multiple the volts with 10 to get the resistance in ohms.
