Remember to a laptop with iTunes if download it's free.
Set up laptop and put it to for this purpose.
Always make sure you power them on once in a while. And check to see if there are icloud locked.
Sometimes the original owner might deactivate the apple products online because they got new ones.
All you to do is set it up as if we're a new ipad.
