The HTML lang attribute allows developers to explicitly identify the language that the page is created in. This will help search engines rank pages in appropriate geographic locations.
Google Chrome also uses the lang attribute to figure out if your default browser langauge matches the langauge set on the page. If the languages don't match then your browser will offer to translate the page for you.
In addition to defining the HTML lang attribute for the full page, you can define the language for specific elements on a page.
When you are developing HTML pages you should always define the language of the page use the HTML lang attribute.
