This is the original theme music to the post game interview show "Kiner's Korner" which aired after New York Mets games on WOR-TV. This music was used mainly during the 1960's and 1970's. The show was hosted by longtime Mets broadcaster and Major League Baseball Hall of famer Ralph Kiner (1922-2014). The song is titled "Flag Of Victory Polka" and is by Ira Ironstrings (AKA Alvino Rey). The song can be found on the CD "Big Band Polkas On Parade".
