UNT Naruto: 50% Mission completion with Naruto
SS Sasuke: 50% Mission completion with Sasuke
Awakened Hinata: 50% Mission completion with Neji and Hinata
I think you need to have all other characters before unlocking these 3.
I'm not completely sure if Hokage is needed, but for me it was.
