Keldeo was first made available through distribution for Pokémon Black 2 and White 2.
For this in-game event to trigger you need to take Keldeo alongside Cobalion, Terrakion and Virizion to the Moor of Icirrus. This will teach Keldeo the move Secret Sword which will change his form in games past BW2.
