People in my neighborhood know I'm the dog rescuer & they always bring me lost dogs. This little guy is in horrible shape & while I've contacted our local shelter to alert him that if his people want him back -------- they'll have to go thru me. Always enjoy getting dogs back home but this little guy needs to be protected from the people who did this to him. This is at the very least animal neglect.
