Some call it a "Do-It-Yourself-Windmill", like in the Larry Page TED talk video.
You might be able to replace the charge controller with simply a diode for certain generators and batteries bringing the total cost to as low as $50.
With wind ~15-20 mph you should be able to power a netbook computer with no batteries involved.
