Apparently the Village of South Elgin believe it, along with the Federal Aviation Administration, can regulate airspace within its borders.
Mr. Kmeiciak was flying from the street, but his drove went over the park and trustees demanded he be cited. This will be interesting! Stay Tuned to Elginet!!

Reference: South Elgin UAV Citation / Village of South Elgin vs. Keith Kmieciak.
The UAV (drone) case involving South Elgin resident Keith Kmieciak and a citation issued him September 7, 2016 for flying his UAV near Jim Hansen Park (formerly Concorde Park) in South Elgin, Illinois, has been resolved to the satisfaction of all involved.
Mr. Kmieciak has had the citation he received rescinded, and has been issued a permit to fly in all parks in South Elgin with the exception of SEBA Park. That park was an exception because it’s used by handicapped and autistic children and the noise of a drone could possibly affect them.
Mr. Kmieciak wishes to thank HIS attorney and UAS expert, Jeffrey Antonelli of Antonelli Law Ltd., as well as South Elgin Attorney Derke Price for his cooperation in bringing this matter to a mutual and swift conclusion.
